Yayasan ALERTAsia, as part of its Global Health Securities Partner Engagement project, a Global Health Security Agenda program, is seeking applicants to fill the following positions to assist one of its partners, the Surveillance Sub-directorate of the Center for Diseases Control and Prevention (Pusat Pengendalian Penyakit, P2P) of the Indonesia Ministry of Health, for its Field Epidemiology Training Program Secretariat in organization strengthening and field epidemiology workforce capacity building. The project is a multi year project with estimated completion on September 2020 through the award from the Global Health Division of United States Center of Diseases Control and Prevention (US-CDC).
Short Description on FETP
FETP (Field Epidemiology Training Program) established to address the shortage of skilled epidemiologist. FETP is an in-service and competency based training that require adequate and high quality field experiences.
FETP Indonesia established in 1982 as a full year non-degree training program and become master program under the collaboration between P2P, Ministry of Health and University of Indonesia and University of Gadjah Mada. The ultimate goal of FETP is to strengthen human workforce in field epidemiology as outlined in Global Health Security Agenda and strengthen health system particularly surveillance and outbreak investigation. Currently 39 and 15 FETP students are doing their training at University of Indonesia and Gadjah Mada respectively. FETP Secretariat at P2P was established to coordinate, manage FETP activities and ensure that FETP graduates meets standard FETP competencies.

1. Progam Officer, 1 position
POSITION TITLE : Program Officer for Field Epidemiology Training Program (FETP) Secretariat
REPORTING TO : FETP Director
OFFICE LOCATION: Sub Directorate of Surveillance, Directorate General of Disease Control & Prevention
EMPLOYER : Yayasan ALERTAsia (ALERTAsia), Jakarta
POSITION SUMMARY:
An experienced Program Officer to oversee the implementation of FETP activities and the strengthening of the FETP Secretariat.
S/he will work mostly in administering the FETP Secretariat by working with the Sub Directorate of Surveillance. S/he will also be responsible for future program development in the FETP Secretariat. S/he will also have to provide support for the implementation of other programs.
S/he will also assist FETP Director in overseeing day-to-day office administrative and communication tasks at FETP Secretariat.
RESPONSIBILITIES:
- Program implementation, oversight and development
- Assist the FETP Director in leading the implementation of the FETP strengthening and career pathways program
- Organizes trainings, roundtables, networking events and other activities to achieve the goal of the FETP capacity building program
- Works together with Sub Directorate of Surveillance staff for FETP future program development
- Develops work plans, budgets and progress reports as required by ALERTAsia, donors and other partners
- Manages the relationship with universities—key local partners in the program
- Maintains relationships with current and potential funding sponsors and networks with other FETPs in order to create a network of field epidemiology units in which peer-learning and experience-sharing can occur
- Communication& Monitor and Evaluation
Contributes to Centre-wide public relations efforts and to knowledge dissemination and utilization, including participation in Public Health nationally and globally by:
- Represents FETP Secretariat to government officials, funding sources, other partners, beneficiaries, and at conferences
- Ensures monitoring and evaluation activities and reporting meet ALERTAsia’s and Sub Directorate of Surveillance standards, and are completed on schedule
- Reviews and finalizes program reports
- Financial management and grant oversight
- Responsible for implementing activities in accordance with project or activity budgets.
- Consults with Finance and Accounting Manager regarding best practices for financial administration of project work
- Develops and monitors the grant agreements and sub-agreements for project partners

QUALIFICATIONS:
- An advanced degree in public health, preferably with focus on field epidemiology, or other related degree
- 5+ years of experience managing aid development and/or civil society projects.
- Previous experience or understanding of the field epidemiology training program.
- Proven project management skills with experience managing multiple projects and/or working for a non-profit organisation.
- Strong interpersonal skills and mentoring skills to work effectively with university partners and subordinates.
- A track record that demonstrates energy and creativity, and the ability to successfully prioritize and manage competing priorities.
- Demonstrated success in project planning, financial management, program monitoring, report writing, and identifying and procuring technical assistance.
- Excellent verbal and written communication skills, including public speaking and presentation skills.
- Experience in data processing (Microsoft Word), spreadsheet (Microsoft Excel), E-mail, and Internet browser software.

2. Technical Officers, 2 positions
POSITION TITLE : Technical Officer for Field Epidemiology Training Program (FETP) Secretariat
REPORTING TO : FETP Director
OFFICE LOCATION : Sub Directorate of Surveillance, Directorate General of Disease Control & Prevention
EMPLOYER : Yayasan ALERTAsia (ALERTAsia), Jakarta
POSITION SUMMARY:
An experienced Technical Officer to assist the FETP Director in the implementation of FETP projects’ activities.
S/he will work closely with the Resident Advisors and the FETP Program Officer in conducting the FETP activities. S/he will also have to monitor and evaluate the implementation.
OBJECTIVES:
- To align FETP curriculum across the university
- To improve the quality of FETP works
- To strengthen FETP writing and communication skills
RESPONSIBILITIES:
1. To align FETP curriculum
Review of FETP curriculum at the universities will be conducted by the USCDC team to identify strengths, weaknesses and improvement. Following the assessment, curriculum workshop will be conducted to share the results of evaluation and improve, and align FETP curriculum based on the recommendations.
2. To improve the quality of FETP students’ field works
Strong field supervision and mentoring are keys components to improve the quality of FETP students’ field works.
- National Field Supervisors workshop will be conducted to update and upgrade the knowledge and skills, mentoring capacity of Field supervisors to make sure they are able to provide adequate mentoring to the students.
- Regional coordination meeting between field supervisors and university will be conducted at least once a year to evaluate the performance of students while in the field and to identify problems in the fields and its solutions
3. To strengthen FETP writing and communication skills
- National Scientific Epidemiology Conference (NSCE) will be conducted annually to improve the capacity of the students in scientific writing and communicate the findings of their studies. NSCE provide opportunity to the FETP students to share their experiences.

EMPLOYER : Yayasan ALERTAsia (ALERTAsia), Jakarta
POSITION SUMMARY:
An experienced Administrative Officer to assist the FETP Program Officer in the implementation of FETP programs.
S/he will work closely with the FETP Program Officer in conducting the FETP activities. S/he will also assist the FETP Director in the administration of FETP Secretariat.
RESPONSIBILITIES
1. Under the direct supervision and management of the FETP Program Officer, the Administrative Officer will be responsible for the project administration in line with the Ministry of Health and ALERTAsia standards and regulations.
2. The Administrative Officer will work closely with all members of the FETP Unit and consult with relevant ALERTAsia officers.
3. Responsible for the day-to-day administration of project activities and for the facilitation of the exchange of information between related stakeholders in the project implementation process.
4. Specific responsibilities and tasks are described as follows:
- Support developing work plans of the FETP in line with project management regulation of the Government and ALERTAsia.
- Provide administrative support and logistical support; assist the Program Officer in administering the use of project inputs; manage project assets.
- Prepare agreements with designated cooperating agencies and sub-contractors, and in monitoring implementation of these agreements;
- Assist in collecting data and information and in organizing and drafting project management reports including quarterly and annual report, and organizing reviews and evaluation workshop, in collaboration with Sub Directorate of Surveillance, universities and ALERTAsia
- Report to, and regularly update the Program Officer on progress, problems and constraints of project implementation;
- Support project document translation; or provide interpretation services for the universities.
- Other duties and responsibilities to be requested by the FETP Director or the Program Officer
QUALIFICATIONS
1. Bachelor degree in economics, public administration or a related field (a degree from public health is a plus).
2. Broad knowledge on public administration reform and civil service in Indonesia, and working experiences on issues related to project activities.
3. Hand-on experiences on project administration, inclusively on activity planning, reporting, progress monitoring, result evaluation
4. Good interpersonal and team building skills
5. Demonstrated capacity to take initiatives and achieve results
6. Strong organizational and office management skills, with excellent computer skills
7. Fluent in English (good at translation and interpretation)
